Public Safety & Gun Policy

The Second Amendment and public safety are not mutually exclusive. We believe in protecting constitutional rights while also protecting lives. Most Americans — regardless of party — support common-sense reforms. The Halcyon Party turns that agreement into action, without the divisive rhetoric.

Universal Background Checks

This is a widely supported common sense idea.

We support:


  • Mandatory background checks for all firearm purchases, including private sales and gun shows.

  • Real-time federal database updates to prevent sales to those flagged for violence or criminal history.

  • Closing the “Charleston Loophole” that allows a sale if a check isn’t completed in 3 days.

Red Flag Laws with Due Process

Intervention before tragedy — with accountability.

We advocate:


  • National red flag legislation allowing temporary firearm removal from individuals posing a credible threat to themselves or others.

  • Strict judicial oversight to protect due process rights and prevent abuse.

  • Training and outreach to law enforcement, family members, and communities on how to use these laws responsibly.

Gun Licensing & Safety Training

You need a license to drive because driving is potentially dangerous. Guns should also have reasonable licensing requirements.

We propose:


  • Universal firearm license requirement, including a background check, safety course, and potential suspension as a result of violent crime.

  • Tiered licensing for high-capacity and high-lethality weapons, similar to commercial driver’s licenses.

  • Voluntary safe-storage certification program, with insurance incentives and potential civil liability shields.

Community-Based Violence Prevention

Not all violence is solved with arrests.

We support:


  • Funding for community interrupter programs in cities with high gun violence.

  • Mental health services as first response, not police as default.

  • Public-private partnerships for youth mentorship, education, and employment access in at-risk communities.

Protecting Schools Without Turning Them Into Fortresses

Secure doesn’t mean militarized.

We advocate:


  • Federal school safety grants for secure entrances, threat assessments, and trauma response training.

  • We do not support arming teachers, as it may increase risk and divert teachers from their primary responsibilities.

  • Invest in school counselors and psychologists, not just hardware and guards.

Safe Storage & Accountability

Responsible gun ownership means actual responsibility.

We support:


  • Mandatory safe storage laws when minors or prohibited persons are in the home.

  • Civil liability for negligent access, particularly in cases where unsecured firearms result in harm.

  • Public awareness campaigns to normalize storage, just like seat belts and smoke detectors.

High-Risk Weapon Regulations

Nobody needs a machine gun with a 60-round mag to hunt deer.

We propose:


  • Restrictions on civilian sales of high-capacity magazines and machine gun conversion kits (bump stocks).

  • National registry for assault-style weapons, with a grandfather clause but mandatory licensing and storage requirements.

  • Expert evaluation of weapon functionality to guide future classification.

Shared Values

This isn’t freedom vs. safety. Balancing freedom and safety is essential.

We support:


  • A national public safety compact, inviting states to collaborate on shared standards while respecting local control.

  • Research funding for gun violence prevention, restoring CDC and NIH authority to study firearm-related harm.

  • Annual bipartisan public safety summits, with law enforcement, victims’ advocates, gun owners, and researchers at the table.
